Russia makes major staff reshuffle in defense and security agencies
Russian President Vladimir Putin has issued a decree relieving Police Major-General Alexander Ilyin of his duties as head of the Interior Ministry's Main Department for the Moscow Traffic Police. In addition, Police Major-General Boris Kolesnikov has been relieved of his duties as deputy head of the Interior Ministry's Main Department for Economic Security and Corruption Prevention.
Gennady Marchenko has been relieved of his duties as deputy commander of troops of the Interior Ministry's Central Regional Command of the Interior Troops, and Justice Major-General Vladimir Morozov has been relieved of his duties as deputy head of the Interior Ministry's Main Department for Moscow and head of the Main Investigations Department.
The Russian president has also issued a decree appointing Nikolai Golovkin, former head of the Moscow region's police, to the post of aide to the interior minister. Golovkin, former head of the Interior Ministry's Main Department for the Moscow region, lost his post in late January 2014. he was appointed to the post in April 2011.
The decree appoints Yury Valyayev to the post of head of the Interior Ministry's Main Department for the Protection of Public Order.
Before this appointment, he was head of the Interior Ministry's Main Department for the Perm Territory.
Yury Demidov, who until today was head of the Interior Ministry's Main Department for the Protection of Public Order, has been appointed head of the All-Russian Professional Retraining Institute. Putin has also signed a decree relieving Maj. Gen.
Vasily Yakubovsky of the duties of chief of staff and first deputy commander of Russia's Internal Troops in the Volga region.
The same decree, which was published on the Kremlin website, also dismisses Yakubovsky from military service. Putin has also appointed and dismissed several officials in the central administration of the Federal Penitentiary Service.
Specifically, he has dismissed Alexander Sorokin as head of the convicts' work adaptation department of the Federal Penitentiary Service. He was replaced with Valery Maksimenko.
Oleg Korshunov, who previously headed the financial-economic department of the Federal Penitentiary Service, has been appointed deputy director of the Federal Penitentiary Service.
Andrei Kochukov has been appointed head of the financial-economic department of the Federal Penitentiary Service.
Mikhail Vinokurov has been appointed head of the Federal Penitentiary Service's personnel department.
Sergei Vorobei has been appointed head of the Federal Penitentiary Service's medical and sanitary service.
Anatoly Rudyi has been appointed first deputy head of the Federal Penitentiary Service.
Nikolai Skopintsev has been appointed head of the organization and inspection department of the Federal Penitentiary Service. The decree also appoints several people to posts in the Russian Investigations Committee.
Specifically, Rostislav Rassokhov has been appointed senior investigator for especially important cases as the chairman of the Investigates Committee, and Alexander Klaus has been appointed head of the Main Investigations Department of the Investigations Committee for St. Petersburg.
Staff reshuffle has also been conducted in the central administration of the Emergency Situations Ministry.
Specifically, Vladimir Kurochkin and Igor Solokhov have been dismissed from their posts as deputy heads of the National Crisis Management Center of the Emergency Situations Ministry.
The decree also appoints Oleg Bazhenov head of the Central Regional Center of the Emergency Situations Ministry and Radik Asylbayev as the head of the Aviation and Aviation Rescue Technologies Department at the Emergency Situations Ministry.
Eduard Chizhikov has been appointed chief military expert of the Emergency Situations Ministry.
